By Maggie Fox, Health and Science Editor

WASHINGTON (Reuters) - Tiny green and orange glass balls brought back from the moon nearly 40 years ago by astronauts show evidence that water existed there from the very beginning, scientists reported on Wednesday.

They used a new method of analyzing elements in the lunar sand samples to show strong evidence of water, dating back 3 billion years.

Their study, published in the journal Nature, could support evidence Metal stamping parts that water persists in shadowed craters on the moon’s surface — and that the water could be native to the moon and not carried there by comets.

Most scientists believe the moon was formed when a Mars-size body collided with Earth 4.5 billion years ago.

The giant impact would have melted both proto-planets and Metal stamping parts sent molten debris into orbit around the Earth.

Some of this would have eventually coalesced into the moon, but the heat of the impact would have vaporized light elements such as the hydrogen and oxygen needed to make water — theoretically, anyway.

Buckle up those kids! The state’s new booster seat law goes into effect Thursday.

The new law carries a $25 fine. The law is a primary enforcement law, which means that police can stop a car if they see a child who isn’t buckled up properly.

“This really is a booster seat law. … It’s covering that transition wholesale handmade oil painting period between the child safety seats and the adult belts,” said Lieutenant Eric Anderson, a State Police spokesman.

Traffic crashes are the leading cause of death for children ages 3 to 14 nationally, the State Police said this week. A state survey last year found that only 69 percent of front seat occupants in Massachusetts used a seat wholesale handmade oil painting belt, compared with an 82 percent usage rate nationally.

The Securities and Exchange Commission filed suit against Sycamore Networks Inc. and three former executives for allegedly improperly backdating option grants to company employees, resulting in roughly $250 million in unreported expenses.

The suit, filed Wednesday in the U.S. District Court in Boston, named the company and former CFO Frances M. Jewels, former Director of Financial Operations Cheryl E. Kalinen and former Sycamore employee Robin A. Friedman as defendants. The complaints accuses Jewels and Kalinen of knowingly granting so-called “in-the-money” options to senior executives and other workers, often times choosing grant dates when Sycamore’s (Nasdaq: SCMR) stock price was at or near a monthly or quarterly low.

By selecting grant dates on such favorable terms, the trio essentially awarded Sycamore employees options that could be immediately sold at a profit. An above-board grant would require a company’s stock to increase in value before a given option was worth anything.

In one case, Jewels and Kalinen granted 1 million options that were “in Pacing ring the money” by $23 a share. Another set of 1.6 million options were in the money by $17 a share.
